題名:組織變革新論:整合藍海策略與平衡計分卡--以嘉南療養院為例

本研究基於敘說探究嘉南療養院組織變革的過程。歸納結果顯示,第二任張達人院長以人為本的精神來推動組織變革,提升嘉南療養院的競爭力。為了順利推動變革,張院長舉辦多次願景與核心價值的共識營來改變員工的心智模式。同時,透過藍海策略的引爆點領導與3E原則使員工參與、溝通、說明與暸解期望目標的要求,將策略執行融入形成之中,促使員工自動自發執行策略任務。進一步,整合平衡計分卡的四構面與社會責任構面合併為五構面,來推動策略行動方案與績效評核,形成組織變革新論。 嘉南療養院組織變革的績效顯示,學習成長構面: 研發訓練費用佔醫療收入、員工提案數與每人每年使用知識管理網站平均時數均提升。內部服務流程構面: 嘉南修訂219次作業程序書與1296次作業指導書,行動方案的執行率從83% 增至97%。顧客構面:嘉南門診與急診的服務滿意度、顧客抱怨改善率與口碑相傳的比率均逐年提升。財務績效構面: 醫療收入逐年增加。社會責任構面: 嘉南推動遍遠地區的巡迴醫療、醫療糾紛預防率達100%、從事身心健康營造服務以及社會公益服務等關懷活動。基此,本研究藉由嘉南組織變革成功的個案,提供相關署立醫院或其他服務業組織變革的参考。
