本文旨在運用生態觀點特別強調環境對人類發展影響的特性，從幼兒本身出發，關注其成長環境中各個系統間的互動消長，與兒童順利發展的關係。 隨著社會變遷，逐漸萎縮的非正式支持系統已經無法滿足當代家庭的多元需求。這些非正式支持系統的消失，對於家庭系統的順利運作是一大挑戰，尤其當家庭面臨重大壓力時，例如失業、災變發生時，所以正式支持系統的角色就愈形重要；即便沒有重大事件發生，一般家庭有時也會需要「喘息時間」來平衡系統內的運作，也就是說家庭系統對外部系統支持功能的需求是常態性的。 托育服務就是專門為支援家庭系統中照顧兒童功能而設的正式支持系統，而且是兒童福利服務中很重要的一環，包括機構式托育（幼稚園、托兒所）和家庭式托育（保母人員）。本文從我國目前托育服務實施現況的資料中，發現我國的托育服務的確有發揮支持家庭系統整體順利運作的功能，保母托育費用支出會造成家庭經濟負擔、但是家長滿意度較高。有鑑於托育服務對兒童和家庭日益重要，政府自1998年開始，歷來的確提出各式以兒童為中心或以家庭為中心的相關政策，文後作者更對目前實施狀況提出幾點建議：擴大托育補助福利、檢討並強化保母之輔導及監督機制、以及詳擬幼托整合的配套措施，以落實兒童最佳利益。
This paper aims at the discussion of the child care related policies on the bases of ecological model of child welfare. It starts with a delineation of the ecological model to lay the foundation of the emphasized child care system as a key to the meso-system of child developments. The child care practice both in institutions and at home is descried and followed by a comparison of these two types of services. It is found that family day care is costly but satisfied parents’ needs better for young children. After introduce the six major policies related to child care, this author analyzes the developments of child care policies and some suggestions are offered in the end.
