教師專業發展是確保教育品質的必然途徑，但是，近年來有關教師專業發展的檢討，則指出了包括現行制度大多屬於一日式的教師培訓、採用一體適用的訓練課程、缺乏後續的追蹤及支持，以及忽略教育專業發展的主體性等（林志成，2009；Robb, 2000）諸多缺失，以至於教師專業發展的推動流於形式，未能發揮良好的功效。
