Due to the spread of the petrochemical industrial zone in Kaohsiung City, transmission pipelines of petrochemical raw materials have been buried underground in populous areas of Kaohsiung City. The “August 1st Gas Explosion” in 2014, surfaced serious issues in transmission pipelines management. To effectively manage the pipelines, and reduce the risk of public safety and industrial impact, the Kaohsiung City Government formulates, “Kaohsiung City Autonomous Statutes for the Management of Existing Industrial Pipelines”, as a foundation to manage and regulate the operators of the petrochemical pipelines industry. However, there are doubts and conflicting opinions about the constitutionality of the statute; several areas to be rectify, therefore it is worth greater attention and deeper discussions.
