To become the most competitive knowledge-based economy unit, the European Union (EU) has been dedicated to regional integration and economic growth. After a few years’ experience, EU realized that to fully achieve its economic goals, it needed cultural consensuses as a context, which could only be internalized by long-term, large-scale educational policies. This paper employs content analysis to analyze EU’s main educational policies and future trends. It then concludes three strategies used by EU for effective policy implementation. At the end, it proposes three recommendations for the Taiwanese government to obtain global competitiveness and to integrate into international society.
