本研究探討在創新網絡模式下,創新政策工具與產業創新系統之發展。並以電動車產業作為理論驗證對象,探討不同類型之電動車市場,於定位之創新網絡架構所需之創新要素以及政策工具。
電動車產業發展目前已有成熟產品與市場銷售,同時技術發展以及產業發展上仍屬於新興產業,產業型態、領導模式、創新來源都尚處於演化之中。過去研究多著重在技術發展、系統發展,較少統整性探討電動車產業政策、創新要素。電動車產業整體上具有分散式創新、跨領域、多元整合等特性,依據動力系統、用途等歸納出油電式(Hybrid)、純電動車(BEV)、電動巴士(BEV-Bus)、新能源電動車(NEV)四大類別,後續依據四大類別做模式定位以及政策工具要素分析。
本研究針對此理論之缺口,以文獻探討法將四個電動車產業類型定位到創新網絡模式中,並依據四個類別探討創新政策需求、產業創新要素,利用內容分析、問卷統計、DEMATEL、ANP以及專家訪談等質化及量化方法分析討論。
研究結論將油電式(Hybrid)、純電動車(BEV)、電動巴士(BEV-Bus)、新能源電動車(NEV)四大類別分別定位在創新範疇明確/網絡領導集中、創新範疇模糊/網絡領導集中、創新範疇明確/網絡領導分散、創新範疇模糊/網絡領導分散四個。政策面環境面對電動車產業最為關鍵,影響供給面以及需求面。整體上之政策工具以「租稅優惠」、「法規及管制」對四個類別都有重要影響。純電動車發展上「公共服務」具有相對之重要性;新能源電動車相對重視「科學與技術開發」、「教育與訓練」等供給面政策工具。
This research aims to the development of innovation policy and industry innovation systems using a Network-Centric Innovation Framework, particularly on the electric vehicle industry.
Electric vehicles are being evolved into a major sector of the automobile industry. Industrial leaderships at the different stages of development have reshaped the industrial structure from a dispersed, centrifugal, distributed, elite-based and lateral collaborative-centric to a highly integrated industry of hybrid battery EV, BEV, BEV-Bus and New Energy Vehicles segments, respectively. This study positions four EV categories into Network-Centric matrix, and uses both qualitative and quantitative methods to analyze the innovation policy tools and industry innovation requirements by each segmentation.
In light of this research, the results are therefore threefold, namely, constructing a framework of industry analysis, and using four EV segmentations as empirical study case. Secandly, environmental policy plays a most important role and influence the other two policy dimensions. Finally, “Taxation” and “Legal & Regulatory” are critical for all EV types; therefore, “Public Service” is relatively impoertant in BEV-Bus and “Scientific & technical”, “Education” affect the future development of NEV market.
