Abstract Non-historical notes, though not as formal as political books or historical documents, still carry some weights for certain specific backgrounds. The study is to take into consideration Tang Yu Lin Revisions, together with other historical/political documents, so as to further explore the censoring and controlling systems of the Tang Dynasty. The Controlling System of the Tang Dynasty exhibits positive functions such as ridding and despising bribery, and thereby contributes a lot in the beginning. Nevertheless, controlling officials’ deterioration also worsens the systems and the whole official members. From the beginning to the end of the Tang Dynasty, there have been still many officials with righteous conscience though, which was made possible by their inner self-awareness, and also by the societal collective expectations.
