摘要 筆記、札記，在史料價值上，雖然不如正史及政書，但其內容之記述， 有其時空背景，仍有相當考價值，本文以《唐語林校證》為基礎，慎取其背 景資料，再參照正史史料、論著，覺察當時一般人的價值標準，可補強對唐 代御史制度侷限性的解釋。唐代監察機構係政府組織中具防腐肅貪與整飭吏 治的積極正向功能，在前期確曾做出重大貢獻，唯監察人員與官僚集團之任 用與遷轉並非雙軌並行，而是交錯並進，因此在價值觀轉變的過程中，多數 監察人員亦難逃共同沉淪的浪潮。但唐代從開國到衰亡，不畏強禦、不畏利 誘，秉持道德良心與捍衛正義公理者，始終不絕如縷，蓋與少數御史自我意 識的覺察與社會的殷切期盼有關。

Abstract Non-historical notes, though not as formal as political books or historical documents, still carry some weights for certain specific backgrounds. The study is to take into consideration Tang Yu Lin Revisions, together with other historical/political documents, so as to further explore the censoring and controlling systems of the Tang Dynasty. The Controlling System of the Tang Dynasty exhibits positive functions such as ridding and despising bribery, and thereby contributes a lot in the beginning. Nevertheless, controlling officials’ deterioration also worsens the systems and the whole official members. From the beginning to the end of the Tang Dynasty, there have been still many officials with righteous conscience though, which was made possible by their inner self-awareness, and also by the societal collective expectations.
