Jen-ch'mg (favor), an indigenous concept and phenomenon, plays anut most important role in the interpersonal relations in Chinese society. Therefore, its in fluence on Chinese people is almost ubiquitous. This paper is intended to analyzethe inter-relationship between jen-ch'ing and bureaucratic behavior in the public agencies. Jen-ch'ing can be better understood in terms of its four properties explored bythe author : an act of exchange, compulsormess, particularism, and flexibility. These four properties have made the impact of jen-ch'ing more dynamic and far-reaching, especially on bureaucratic behavior. Bureaucratic behavior, in this paper, is divided into two categories :"organizational behavior" and "service behavior". The impact of jen-ch'ing on each category of behavior is thus analyzed respectively.
