國防部積極參與性別主流化推動工作將近十年,進行多項政策推動與法規的修正,然而軍隊內的性別平權到底有何進展?當全世界的軍隊都在進行性平改革之際,台灣的步伐是齊整還是蹣跚?本研究採用「深度訪談法」、「社會調查法」進行研究。「深度訪談法」透過訪談11位女性軍官、9位男性軍官,蒐集訪談資料進行資料分析;「社會調查法」問卷共計發放330份問卷,回收有效問卷294份(有效回收率89.1%)。
研究結果發現:一、數字的迷思:人力配置的平等假象。二、傳統家庭分工的預設立場。三、性騷擾防治的過與不及。四、長官裁量權存在的合理性與必要性。五、軍事媒體報導偏愛女性議題的適切性。研究提出對軍隊制度性矯正制度相關建議:一、改革意見的多元參與。二、制定性別中立的人才招募標準。三、空間規劃的性別考量。四、家庭政策精進。五、育嬰留職期間,不納入年班管制年限。六、女性互助團體。
The Department of Defense has actively participated in the promotion of gender mainstreaming, and to carry out several policy promotion and amendments for nearly a decade. What progress has been made in the military’s gender equality? When the entire world’s armed forces are carrying out gender equality reforms, is Taiwan lagging behind or falling behind? "In-depth Interview" and "Social Survey" methods are both used in this study to try to analyze the status of the military. "In-depth interview"interview with 11 female officers and 9 male officers; In Social Survey, 330 questionnaires were issued for the study, and 294 valid questionnaires were obtained afterward.
The article found that the increase in the number of female military personnel does not contribute to the promotion of gender equality in the military and military media has over-reported on issues of female military personnel. In addition, the military’s sexual harassment prevention law is improperly applied. Second, to maintain the myth of traditional family division of labor. Third, sexual harassment is in the wrong direction. Fourth, whether it is necessary for leaders to obtain the decision to promote. Five, military media likes to report on women's news.
The study proposes the following suggestions: First, let more people participate in institutional reform discussions. Second, the recruitment of talent standards regardless of gender. Third, space planning needs to consider gender needs. Fourth, family policies continue to expand. Military personnel will not affect the opportunity for promotion during their Parental leave. Six, women set up a support group.
