The existing SNTV system has been criticized as the cause of local factionalism and money politics in Taiwan for ages. For this reason, election reform has become a public opinion these yeas in Taiwan. During the 2001 year-end general election campaigns, Single-District Two-Votes System once again came up as a political focus. Publications about the practice, concerned problems and resolutions of Single-District Two-Votes System in Taiwan are still few although academic researches have been done. This article deeply discusses how to practice Single-District Two-Votes System in Taiwan by looking into the experience of those countries, excising Single-District Two-Votes System.
