一種新的工作型態:「電傳勞動」(telework)正涿步的發展中,所謂的電傳勞動,係指使用新興電腦科技及網路通信設備,而產生的新工作型態,電傳勞動者運用電子通訊技術與雇主或同仁聯擊,藉以溝通與傳輸工作成果,而其工作位置通常在雇主之要營業場所之外或與委託人所鄉點分離。電傳勞動這種新工作型態有可能突破了固定雇固定工作時間與固定地點,使得勞工福利的許多面向都會受到衝擊,甚至會對傳統以職業工作為重要基礎的福利制度,帶來相當的挑戰。而是否取得傳統受雇勞工身份更會對勞工福利有影響。綜合起來,電傳勞動將帶來新的勞工福利衝擊。本文配合對電傳勞動相關公司與人員的沉訪談,來加以分析探應種新工作型態對勞工福利的影響國際學術界對電傳勞動與福利問題之關係探討十分有限,國內對相關問題對究亦不足,本文可說是一次初步的新嘗試。
There is a new work type called “Telework” which is gradually developing in the labor market. “Teleworkers” basically mean the workers whose works require them to use tremendous internet and telecommunication technology. Teleworkers complete their work by using electronic and telecommunication technology at the selected work location. Some teleworkers break the traditional boundaries of fixed working time, fixed location, and even fixed employers. What are the impacts of telework on labor welfare? What kinds of benefits do teleworkers have? This article attempts to answer these questions by employing in-depth interview. the article seems to be the first effort to focus on the impact of telework on welfare.
