With the rapid emergence of cross-strait cultural and educational activities, Taiwan and mainland China have become much more involved in music education exchange and collaboration. Because globalization is having such a profound impact on international and regional governance models, it is critical for Taiwan and mainland China to use partnership governance for attaining mutual benefits. In view of the growth of the education industry, a study has been conducted, based on the theory of partnership operations and the experiences of the Cross-strait Youth Orchestra Brochures, NTSO Project, to explore the application of strategies of the music education partnership and co-governance of the cultural and creative industry of music. The cultivation of new musicians and the expansion of the Asian music market for developing the cultural and creative industry of music across the Taiwan strait have also been examined. Finally, the expansion of the cultural and creative industry of music for branding the cultural tourism industry and creating economic benefits for not only the Asian music market but also the cultural and creative industry and the cultural and tourism industry have been carefully looked into. The information provided by this study will be helpful for bringing Taiwan a golden post-ECFA decade and for promoting the development of music education across the Taiwan strait in the future.
