The result of raising tuition fees brought broad arguments in many countries because students from middle and lower income families cannot afford the raising fees from their universities and are forced to give up their studies at higher education level. Nevertheless, according to Organisation for Economic Cooperation and Development (OECD)’s 2012 survey report, high tuition fees are not necessarily a deterrent to disadvantaged students in deciding whether to attend university, so long as widely available student-support systems are also in place. In Taiwan, raising university’s tuition fee also catches the public’s eyes mainly. Therefore, this research is to collect advanced countries’ university tuition policies and supporting strategies for their disadvantaged students through literature review. The finding from this research is expected to provide Taiwanese government further references regarding the possible strategies for altering and improving educational opportunity locally.
