One of the core concepts of 1998 Nobel Laureate in Economics Amartya Sen is the people-oriented care. He points out that in order to jump out from the material constraints, to alleviate poverty and depression, people must first realize that the true meaning of the ”development” is the process of expanding of the substantive freedom. The next step is to put into action to help the repressed and deprived people. Thus the inequality phenomena in the human beings will be improved.If we can start from the development point of view to respect for human differences in empathy, to strengthen the sense of agency, and to clarify that the fair is the equality of substantive freedom, we are in the right way to care the disabled college students. Then we should pay attention to promote specific improvements in the following 4 aspects: (a) increasing the quota of disabled students in the entry system (b) creating the holistic education (c) establishing the convenient living conditions and (d) fighting for resources. Finally, we expect that when the disabled college students finish their studies, they will help more disabled people to seek equitable development opportunities.
