就我們所理解到的，當前共享價值失落與民主赤字的現象或危機，與自由主義社會普遍存在日益高漲的個人主義相關，有為數不少的人民不再以參與公共生活和公共事務作為義務，甚至更認為公共生活已變得極其無趣。這些情況或多或少與自由民主社會所強調公民德行的消解也有關，因此如何強化公民德行的培育問題，以及營造一個適合公民德行成長的場域，則是本文企圖努力去找尋的。在尋找的過程中，我們體認到當前臺灣政治仍然缺乏一種有活力，關於好的共享價值，也缺乏一種關於共享責任的公民身份觀念；當我們從共和主義的道德與政治觀點出發時，我們也發現社區總體營造裡是一個培養國人公民德行可行且理想的場域。
