網路顛覆了政府對公民服務的方式,它正在改造傳統的政務,也使得政府職能在傳統的策略和結構下,變得落伍老舊。這樣的背景,對領導者來說,已無法繼續用老方法來經營政府。自從資通訊技術開始導入公部門,使得公共政策產生快速的轉型變化,政務電子化的部署不僅僅提供政府服務,也應用在政府的流程和功能改造上,大幅提高了政府的透明度和效率。但在愈趨多元的跨機關服務需求不斷開展,整合與簡化政務就顯得急迫;然而,在現實環境中要實現政府組織改造相當不容易,但以IT為基礎的業務整合就較容易達成。因此,檢視我國IT治理發展的關鍵議題,據以建構合宜的政府IT治理架構及執行策略,讓電子政務發展成為推動政府具體改造的槓桿力量。
本研究從IT治理文獻、IT治理國際標準及評比卓越的南韓、美國、新加坡、加拿大、英國、日本、台灣等國家電子化政府發展現況探討,透過公民遷徙為例進行情境分析,探究各國實踐的「現況」,並擬定出可應用在「未來」的策略,以建構「主動服務治理架構」(Active Service Governance Framework, ASGF)來詮釋一個服務導向的IT治理方法,執行策略包含:(1)IT基礎的協同作業(Collaboration Operation of IT Base);(2)服務供應鏈領導(Service Supply Chain of Leadership);(3)運用政治力(Use Political Power)。本文採用深度訪談法,透過研考會民意調查報告之次級資料分析,選擇前十大民眾最滿意及最不滿意的公共服務業務單位,作為深度訪談研究對象,最後透過案例模型系統驗證。
研究結果顯示我國政府IT治理發展的關鍵議題為互動式網路體驗、主動式政府服務、夥伴關係服務、高度開放式政務、CIO制度及領導。研究也發現,流程重組、創意服務、行政轉化三項改變的可能性,更具體提出了跨組織整合業務儀表板、行政轉化的便民服務中心、G2G參與關係、G2B夥伴關係等的應用,讓政府IT治理架構的執行策略更具體可行。
The Internet caused a revolution in government’s way of civil service, the traditional social administration service has also been challenged by Internet Technology, the original structure and strategy of government is now out of date. Under this circumstance, the administrator in management level may not perform the government with old school path. Since the technology of information and communication has been applied to the Public Affair Services, which has changed the public policy making process, and been applied to the renovating the functional performance of government, it has significantly made the government high efficiency and more transparent. However, the collaboration and simplification of civil service has become an urgent matter to government, especially when the demand of the multi-functional services and cross-department services is increased.
In the actual case, this is not easy to make the governmental structural renovation happens, but it could be more achievable with IT’s collaboration. Therefore, to review the key issues of the IT management development in our country, to extend our study of IT-based strategic executed plans, we can make the e-Government Affairs to become the force of Government renovation.
This research included South Korea, U.S.A., Singapore, Canada, BR, Japan and Taiwan, that the countries with excellent IT management reference, IT Management International Standard in high rating index, and the study of e-Government development. From the case study of citizens moving scenario analysis, to investigate how the executive policy been performed and to stimulate the “future strategy”, and to establish the “Active Service Governance Framework, ASGF”, defining the service-oriented Governance, the executed strategic plans include: (1)Collaboration Operation of IT Base; (2)Service Supply Chain of Leadership; (3)Use Political Power.
This research is done by dapth interview and survey analysis report by the "Research development evaluation commission", top 10 chosen most and least satisfactory public service provided by social administration, and to get the demonstration result from the real case of the interviewers.
The result of the research indicates that key issues of interactive internet experience, initiative civil services, partnership services, highly accessible service provided by government and CIO regulation and leadership in our country.
In this research the possibility of procedure reassembly, creative services, administration transforming were found, further more, the cross-organization collaboration, renovated administration of highly-accessible civil service centers, G2 G participation, G2B partnership application etc, which allow government to execute the governance IT strategic plan more achievable.
