Since passing Cultural Heritage Conservation Law in 1982 and being executed ,many valuable historic building are designated as Historic Heritage Sites so that they are protected by the formal political power. The work of historic preservation and conservation is a dynamic process and it definitely is not static. The new concept of heritage adaptive-reuse, much more guaranteed in sustainable preservation, was evolved from the old idea of protecting historic assets as national monuments. However, the traditional governmental system cannot execute well all the tasks which the ideal of “welfare state” brings and the challenge of the international competition that globalization causes. Decreasing the financial burden of executing the governmental tasks and promoting the executive efficiency have become the common target of most countries in recent years. Thus the privatization of the executive tasks has been a global trend. Privatization of Historic Building Management has been also a hot theme for discussion in Taiwan recently.
