This research explores how the physical and virtual organizations apply the social network sites for public communication in the E-democracy age. Empirically the case of ecological conservation issue on algal reed in Taoyuan is examined to analyze how the social network sites affect the local citizen participation and the formation of digital public sphere. Based on the interviews to the members of involved civic groups, local government and activists this study discusses their attitudes to technology, interactive experience for participation. This study finds that the civic participants are capable of using online social networks for mobilization and promotion in the new trend, while the government seems challenged to response effectively under such conditions.
