2050年我國將超越日本成為全世界最老的國家,需要長期照顧的人口將超過百萬人,顯示出長期照顧議題的重要性。本研究目的是探討老人福利機構的組織團隊運作及組織學習的實踐過程,並以質性研究作為研究方法,選取9家老人福利機構的經營者進行半結構式訪談。研究結果顯示,老人福利機構團隊的組成及運作是依據規範性、專業性與協調性原則;組織內部的學習包含訓練課程、經驗分享及實作中學習;組織外部的學習涵蓋跨專業、組織、國際及生活化的學習;老人福利機構組織學習歷程是由七個組成要素及12種運作途徑所構成。
By 2050, Taiwan will surpass Japan to become the country with the oldest population in the world, which will cause more than one million people in need of long-term care. Since the issue of long-term care is imminent, this study aims to explore the operations of organizational teams and processes of organizational learning practices in elderly welfare organizations (EWO). Through semi-structured interviews conducted among nine managers of EWO, it was discovered that the composition and operation of the EWO teams should be based on their normativity, technicality, and compatibility. As for learning for the EWO teams, there were several ways such as training courses, experience sharing, and learning from their service implementations. Some other external forms of learning for the EWO teams ranged from professional international, and learning from daily life. The organizational learning process of EWO consisted of seven constituent elements and twelve ways for operating this organizational learning model.
