中文摘要
本研究主要目的在建立私立技專校院經營策略形成架構。本研究以質性研究之建構主義、整體主義、以及三角校正為基礎。以經驗為基礎概念介入設計,以文獻分析發現與蒐集次級資料,以個案研究法歸納、解釋、與分析初級資料,並以深入訪談形成理論解釋。
經由三階段研究方法之探討與修訂,建立了包括願景與使命、環境剖析、學校定位、經營態勢分析、確認關鍵成功要因、以及發展策略行動方案等六大步驟之私立技專校院經營策略形成架構。
經營策略形成所運用之技術與方法之來源有二,除了篩選各學者專家所採用之技術與方法之外,作者亦根據經驗與參考文獻分析之理論與實徵研究提出創見,主要包括:具獨立分析,與整合性功能之模組化設計;運用腦力激盪術與KJ法,貫穿各個分析模組,以強化各分析模組之連結;以及環境剖析步驟中的利害關係人分析、學員生需求分析、與組織行政之主從關係分析等三項分析模組。
經營策略形成的重要成功條件,為董事會的經營理念、校長的支持與參與、以及全體教職員的團隊精神等條件。
ABSTRACT
The purpose of this study was to develop the framework of strategy formulation of private technological universities and colleges. This study based on the constructivism, holism, and triangulation of qualitative research method. The research was involved by experience. The author used literature analysis to gather secondary data, and used case study to deduct, explain and analyze first hand data. Finally, the researcher interviewed presidents to formulate explanation. The conclusions of this study were as follows.
1.The six steps of strategy formulation of private technological universities and colleges included vision and mission, environmental analysis, school positioning, SWOT analysis, CSF verification and strategic action plan development.
2.The originality of this study includes: (1). Modularized design had integration function and independent analysis capability. (2). Reinforce the linkage among all of the analysis modular between brainstorming and KJ method. (3). The new design of the environmental analysis was stakeholders analysis, pupil needs analysis and organization relation analysis.
3.The successful strategy formulation depended on the right business concepts from the board of directors, the support and participation from president and the team spirit of all staffs.
