無疑地,「治理」與「社會資本」都已成為當代社會科學重要的關鍵詞。無論是實務或學術之領域,還是或左或右的意識型態,面對當代的政治、經濟與社會的危機現象,「治理」與「社會資本」是共同的溝通語言、可能的解決方案,也是未來發展的問題。不可否認,「治理」與「社會資本」的確為人類社會提供了願景,也提供某種意義上對現有體制合適的替代方案;但是,單憑政治或學術的修辭,是無法挽救陷於危機的政府信任水準與人際間日益疏離的事實。這其中的癥結在於,我們對這些詞彙或理論太過注重 “Know how?”的問題,卻不去先瞭解“Know why?”和“Know what?”;換言之,在「治理」與「社會資本」發展過程中,多數的人都在急著利用現有論述來解決既存問題,而卻不去真正瞭解為何會出現社會信任下降的癥結以及「從統治到治理」的演化過程,其象徵的真正的核心價值與政策意涵是什麼?
為了充分掌握「治理」與「社會資本」理論的時代意義。本研究透過Foucault「系譜學」(Genealogy)和Kooiman「系統論」的發掘,我們瞭解到「治理意識」和「治理能力」成為當代「治理」的前身,也在歷史的縱深和系統的周延交織中,以「民主治理」作為當代對「治理」詮釋的最佳佐證;同時,藉由「社會資本」的系譜回溯,還原「社會資本」的哲學思維與建構價值,並見諸於信任、網絡與價值規範的社會實踐中。
事實上,「互動」乃「治理」與「社會資本」最核心的概念,體現於人際、制度與環境之間。本論文藉由個體(micro-)、總體(macro-)和後設(meta-)三個層次的民主治理行動,分別自日常生活的問題解決與機會創造、制度的回應,以及民主治理的價值和規範,對應社會資本關於信任、網絡與公民社會等內涵的交互論證,發展一項具有社會資本內涵的民主治理論述,並體現於「危機--回應--行動」的實踐架構中。
同時,為了落實「全球思維、在地行動」的理念,本論文在台灣地區進行一項與國際接軌的「社會信任」的實證調查;研究結果發現:整個台灣地區的政府信任度與社會信任度日益下降,不僅符合國際間對此現象的描述;甚者,出現在南北失衡、族群疏離、政治立場敵視的景象,更為台灣地區永續發展增添不少變因。
Undoubtedly, "governance" and "social capital" have all become the present age social sciences important key word. No matter the field of practice or the academy, or the ideology either left or right, facing contemporary political, economical and social crisis phenomenon, "governance" and "social capital" are the common communication language, the possible solution, also is the critical question of development in the future. Undeniable, "governance" and "social capital" indeed provided for the human society has hoped the vision, also provided in some kind of significance to the existing system appropriate alternative scheme; But, the list depending on politics or the academic rhetoric, is unable to save sinks into the crisis of trust in government and interpersonal alienation day by day.
The question is lies in, we too more pay the attention to the "Know how?" of these jargon and theory to continued disregard of the significance of "Know why?" and "Know what?" ; In other words, "governance" and "social capital" in the developing process, the most people all existing is elaborating in the anxious use solves already saves the question, but actually does not go truly understood why can appear the decline of social trust as well as the evolutionary process of "from government to governance ", and what its true core value and the policy implications?
In order to fully know well the contemporary meanings and values of "governance" and "social capital". This research penetrates Michel Foucault’s "the Genealogy" and Jan Kooiman’s "System Theory" excavating, we understood "governmentality" and "governability" becomes the present age "governance" predecessor, and we also understand the "democratic governance" is the best representative of modern-day "governance"; At the same time, affiliation by the Genealogy of social capital recollection, return to the original state of philosophy thought of social capital, and see that all are believing in trust, networks and social norm.
In fact, the "interaction" is "governance" and "social capital" the most core concept, manifests between is interpersonal, the institution and the environment. This research affiliation by the individual (micro-), the institution (macro-) and norms (meta-) three levels democratic governance actions, separately from the daily life problem-solution and the opportunity creation, the institution response, as well as the value and norm of democratic governance, and has correspondence with the important components of social capital, such as ''trust '' , ''network '' and '' norm '' ,etc.. Finally, we had also developed a framework to have the meaning of social capital blend into the activities of democratic governance, and manifests to "the crisis -- response -- action" in practice construction.
At the same time, in order to carry out " Think Globally, Act Locally " the idea and to fit in with current trend internationally, these research had handled an empirical survey on Taiwan''s Citizen Trust; The findings discovered that, The entire Taiwan area trust in government trust and the social trust level drop day by day, not only conforms to the international between regarding this phenomenon description; Really, appears in the north and south out-of-balance , the ethnicity is estranged , the political standpoint antagonizes, these situation will be unfavorable to the pursuit of Sustainable Development in Taiwan.
