非營利組織乃是現代社會中愈來愈常見的組織型態，這些組織以促進公益為使命，吸引成員志願參加，並關切各種公共政策的制定與執行。本文針對台灣非營利組織的複雜面相，分別從不同的角度予以剖析。文中首先指出非營利組織可視作一種理念型的建構，並強調非營利組織的重要性，在於它改變了過去對「公共」與「私人」部門的二分法，形成了「第三部門」。由於非營利組織的「公私二重性」既包含了「公共性」，也預設了「自主性」，因此本文接著以質化研究和量化研究兩種方法，透過訪談非營利組織之負責人與問卷調查管理階層，來了解他們對於「公共性」和「自主性」此兩概念的看法。本文所蒐集的資料，除了以因素分析法鑑定出概念的要素外，並可幫助我們發現台灣非營利組織在實際運作上的普遍問題。最後，本文回顧了國內外有關非營利組織的理論，並提出立基於台灣本土經驗的「公共性理論」架構，期能更充分地解釋台灣非營利組織的發展軌跡。
Non-Profit Organization (NPO) has become a more and more common type of organization in modern society. These organizations base their mission on facilitating public welfare, have a great concern with the legislation and execution of various public policies, and have a strong appeal for members to work as volunteers. This text focuses on the complex dimensions of the NPO in Taiwan, analyzing them from different perspectives. First of all, it is argued that NPO can be viewed as an ideal type, that the importance of NPO lies in the formation of a “Third Sector”, transforming the conventional dichotomy between the “public” and “private” sectors. It is understood that this “public-private duality” in NPO contains “publicness” and anticipates “autonomy.” Hence this study adopts both qualitative and quantitative methods, exploring via face-to-face interviews how both CEOs and management level Questionnaire Survey Personnel in NPOs view such concepts as “publicness” and “autonomy.” The collected data herein, in addition to serving as a database for detecting conceptual factors through factor analysis, enables us to discover the general problems for NPO in Taiwan to operate practically. Lastly, domestic and international theories are reviewed in regard to NPO, and a “Publicness Theory” framework based on Taiwan's local experience is proposed in anticipation of a fuller explanation of the development of the NPO in Taiwan.
