本研究主要採取質性的途徑收集資料，透過文獻分析、政府檔案資料、以及深度訪談等方式回答本文的問題。本文企圖了解地方議員如何行使立法監督、民代如何收集資訊、當前立法監督的問題有那些？從訪談資料所得到的答案是： （一）議會監督官僚途徑及其相對有效的優先次序分別是以下幾種方式：1.預算審查、2.組專案小組調查、3.議會總質詢、4.議會提案、5.透過私人關說或派系運作影響及施壓、6.通過中央民意代表（立委）的施壓。 （二）議員收集監督資訊的來源主要有：民眾反應或陳情、媒體報導、市府員工、官方工作報告。 （三）當前立法監督的問題包括：派系或政黨護航、少數決議的困境、議員問政態度不佳、決算審查監督不足等。
The purpose of this study is to answer the following research questions: (1) how do local councilors influence bureaucrats' policies, (2) how do local councilors collect over sighting data, and (3) what are the problems of the legislative supervision? This case study adopts qualitative strategies to collect data: document content analysis, participant observation and in-depth interviews. The author analyzes the data collected with the views of the principal-agent and the legislative control theories. The data are triangulated by multiple resources and a prolonged period of time. This study finds out that ways how the city councilors supervise bureaucrats include budget examination, special projects composition, group investigation, council inquiries, proposals in the city council, the individual imprisons or faction operation influence, and pressure from legislator. The sources for the city councilors to collect supervising information come mainly from citizen's responses, media's reports, staff of city government, official work reports. The problems of present legislative control include the faction or the political party convoying, predicament of the minority decision, the city councilors' ill attitudes of their duties, and insufficient final accounts examining and supervising.
