Promotion of welfare for the elderly citizens is based on the Senior Citizens’ Welfare Act, which aims at maintaining the dignity and autonomy of the senior citizens and providing the friendly life environment for them. Home care and community care services are the primary types offered to the senior citizens. By assisting these services with mechanical services and by supporting the home caregivers with the efforts of private sectors, the life quality of the elderly can be improved. All services should be community-based, provided locally and humanely in accordance with the individual’s needs. According to Senior Citizens’ Welfare Act framed by Ministry of the Interior (MOI), welfare institutions for the elderly should be supervised periodically by authorities-concerned. But the “Evaluation of Welfare Institutions for the Elderly” held by MOI seems to fail to accomplish the desired purpose: community-based and locally-provided, even diverge from the original one. In order to pay attention to the situation, this research do justice to the attitudes of executive officers of welfare institutions for the elderly about “Evaluation of Welfare Institutions the Elderly” with face-to-face interviews; to inquiry into the operations, rewards and punishments setting of “Evaluation of Welfare Institutions of the Elderly”. The findings of this research are that some indicators of “Evaluation of Welfare Institutions the Elderly” call for modification.
