Germany is a very important country in Europe. Its secondary education has not only a long history, but it is also a learning example for many countries in the world. There are many reasons to promote German secondary education reform. The slow economic development in Germany, the recently serious problem of unemployment, the poor performance in "Programme for International Student Assessment", and the need for expansion of the EU to an establishment of common consciousness. The German government expects this reform to encourage economic development, to solve the problem of unemployment, to lift student's performance standards, and to construct European consciousness in order to facilitate the expansion of the EU. The main contents of this reform include changing comprehensive schools to whole day schools, implementing work programs for main schools, building completion Examinations in secondary schools, allowing students to take high school completion Examinations earlier, unifying high school completion Examinations, implementing a national test for educational standards, building a new school framework, and engaging in reform of instructional quality and conditions. These measures can be offered to Taiwan as a reference for secondary education reform.
