本研究欲探討優質的環境學習中心所應呈現出的特質。瞭解這些特質,不僅可以更清楚的釐清環境學習中心的內涵,也可以為起步較晚的臺灣類似設施機構提供急起直追的契機與指向。研究目標為:1.瞭解優質的環境學習中心所應呈現出的特質;2.瞭解專家學者對這些達成優質環境學習中心特質相對重要性的看法,並以德懷術研究方法來達到上述目標。德懷術結構式問卷先依據文獻資料及六位專家訪談內容整理為初稿,再邀請四位大學教授協助內容審查後修改而成。德懷術專家小組成員包括了環境教育學者、戶外教育與休閒遊憩學者、民間相關組織專家、政府的相關單位專家、中小學的教師與行政人員等五種專業領域共15位。經過三回合德懷術問卷調查,本研究得到27條特質,並可區分為五大類別:一、整體關切;二、場域與設施;三、經營與管理;四、人員;五、軟體方案。研究者亦針對這些特質的相對重要性高低分別進行討論,並對未來這27條特質在實務上與研究上的意涵、應用、需求等提出建議。
This study intended to explore the characteristics of quality environmental learning centers in Taiwan. By knowing these characteristics, we could not only clarify the connotations of environmental learning centers but also provide opportunities and new directions for similar organizations in Taiwan. The research objectives of this study were: 1. to understand the characteristics for quality environmental learning centers, 2. to understand experts and professionals' attitudes toward the identified characteristics of quality environmental learning centers. A Delphi survey was taken to achieve these objectives. A structured Delphi questionnaire was developed based on literature reviews and six experts' professional opinions, and then revised by four invited university professors. The Delphi panel consisted of 15 members from five professional areas: environmental education, outdoor education and recreation, environmental NGOs, and governmental agencies, teachers and administrators from schools. After three rounds of Delphi surveys, there were 27 characteristics identified, which were classified into five categories: 1. Overall Concerns, 2. Sites and Facilities, 3. Operation and Management, 4. Staff, and 5. Programs. Discussion about the relative importance of the 27 characteristics was made. Furthermore, recommendations were given for the connotations, application and needs of the 27 characteristics for future practices and researches.
