The purpose of this research was to investigate the current situation and the relationship among school environment, teaching belief and teaching behavior regarding character education in elementary school in Taitung. A self-developed questionnaire was used to collect data. A total of 322 teachers sent back the survey with a respondent rate of 85%. Data collected were analyzed with t-test, ANOVA, item analysis, factor analysis and structural equation model (SEM). The results showed that: (1) the school environment, teaching belief and teaching behavior regarding character education were in good condition. (2) Teachers who teach in Dawu region, teachers with service training experiences, or young teachers felt that the school environment of character education were in better condition. (3) Older teachers or teachers with service training experiences had more positive teaching belief of character education. (4) Teachers with service training experiences or more teaching experiences had more positive teaching behavior regarding character education. (5) The assessment of proper fit was supported in Structural Equation Modeling among school environment, teaching belief and behavior regarding character education. The paper explained the relationship of the above three main variables.
