The purpose of the study was to develop CVF School Organizational Effectiveness Scale. The collected data were analyzed using statistical methods, such as item analysis, reliability analysis, exploratory factor analysis, and second-order confirmatory factor analysis. The conclusions of this study were: (1) The reliability of the scale is dependable. (2) After using exploratory factor analysis to examine the scale, the author found the validity of the scale is supported. (3) After using confirmatory factor analysis to examine the scale, the author found that whether the observed data could fit the model depends on methods of parameter estimation the author used.
