公共職能的推動，在企業部門及非營利部門的茁壯及健全下，已非專屬政府部門的政策轄區，現代他治理強調政府、企業及非營利部門在職能推動上的支應，透過各部門積極協力與夥伴組構才足以發揮合超效應。協力是基於互惠利益、有限參與者、共同關注的未來（對未來存有戒懼）等條件下，願意型塑具互惠基礎的自我規範制度。而所謂夥伴是指「公私部門間建立在彼此專業上的合作投入，經由合適分配資源、風險與獎勵而能符合明確的公共需求」。而「協力空間」的視野更凸顯夥伴是一種協力機制的設計及彈性提供標的團體的實質參與，夥伴情誼的生養與滋長來自「對話治理」與「制度設計」，所型塑的協力空間更甚於正式結構與權力轄屬。歐美公私協力的理論與服務逐漸興起一種「全局」的治理（holistic governance）視野，「全局治理」旨在培育聯結暨轉換從下而上的執行能量與上而下的政策指導之「中層地帶」（middle ground）治理的「根基變革」（grounded change），此處的「中層地帶」不等同於中階成員或中間層級，而是隱喻一種兼容不同層級，不同部門的專業職能與協力分工，確保公私協力或相關政府造有充足的相互支應與責任承接之核心職能。本文將從歐美的「現代化治理」、「協力夥伴」、「協力空間」與「全局中層聯合治理」的理念與委外化治理實務及經驗，帶來哪些機會與挑戰進行檢視，繼而探討我國五個階段的委外化治理脈絡與評估，綜合歸納作為檢應我國委外化的出路參考。臺論文之理論視野與論證取向自忖付出相當心力彙整暨構建，然而理論基礎的穩定度尚待精緻暨「紮根」，是以，本論文對委外化治理模式的探討即喻一種機會與挑戰，能否有所疏釐、澄清或建樹，亟待更多先進與同好的「協力」暨「同工」。
As government faces more complex problems, and citizens expect more, the way government delivers services and results is changing rapidly. Traditional model of government agencies administering hundreds of programs by themselves is giving way to one-stop services and cross-agency results. This transition implies collaboration-within agencies; between agencies; between levels of government; and between the public, private, and nonprofit sectors. Partnership are institutional design for collaboration and offer flexibility for stakeholder engagement. Partnership are located in the collaborative apace rather than being structure within the formal institutions of government, and consequently are loosely coupled to the organs of representative democracy. Why we discussion the public governance of collaborative space from the views of discourse, design and democracy. Discourses are concepts and causal theories that give meaning to and reproduce ways of understanding the world, supply and limit action strategies and the range of behavior possible in a given context. A strong discourse can either ignore the substance of competing discourses in a policy arena or can incorporate or appropriate it. This paper review and analysis the literature about joined-up action on the middle ground, collaborative partnership, collaborative space, and contracting out governance. In Taiwan, the “contracting out” policy has been practiced since1993. we divided the development of Taiwan’s contracting out into five stages: Ⅰ: 1993-1997; Ⅱ 1998-2000/8; Ⅲ: 2000/9-2002/3; Ⅳ: 2002/4-2002/6; Ⅴ: 2002/5-present. Every stage has its own character that will be addressed to our contexts. We also have examined some literatures that focused on contracting out that form our theoretical mode. Based on the studies presented in this paper, a critical success element seems to be having the right kind of people involved in the creation of these collaborative partnerships, and collaboration requires a different set of skills than shoes sued in “traditional government”, which depends more heavily on institutional arrangement and discourse governance.
