本文旨在探討國民小學「教學困難教師」的成因與輔導,為達成前述目的,本文透過文獻分析和訪談進行資料蒐集與探討。首先,藉由不適任教師與教學困難教師的區別,釐清教學困難教師的意義,並探究教學困難教師的發現途徑;其次,分析教學困難教師產生的成因,提出個人、專業與環境三個層面的影響因素;第三,探討教學困難教師的輔導流程,提出診斷、協助與評估三個時期的輔導歷程;第四,提出教學困難教師的輔導策略,期能透過落實策略提升教學困難教師的輔導成效;最後,提出結論並針對中央與地方教育行政機關、師資培育機構、學校、教學輔導教師和教師提出建議。
