實務工作者在從事課程改革時往往重視具體的模式、方法、步驟,卻不願著力於相關課程理論的認識,這造成了許多實務人員只知臨摹技術,卻難以創發,使得課程發展工作充斥著模仿複製;因為無理論作為導引,缺乏統觀與改革的前景,使改革流於亂無頭緒的嘗試錯誤;在改革行動中,無理論的參照,致使反思失據、評價失焦。
