經濟全球化下跨越國界的自由經濟市場力量，隱含著優勝劣敗的競爭邏輯，為當代經濟社會帶來大的壓力與契機，此時對臺灣地區的高等技術及職業教育即技專校院而言，是一個積擬訂適當發展策略的必要時刻。 本文目的在探討經濟全球化衝擊之下，臺遇地區各技專校院的經營與發展策略，針對技專校院在經濟全球化下所面對的經營課題，採取文獻分析、詮釋與批判之研究方法，兼採企業界常用的策略評價分析方法—SWOT分析，即優勢、劣勢、機會與威脅，再根據修正之Porter相關理論，進而提出技專校院因應經濟全球化之七大經營發展策略，即教育生產因素提升策略、學生來市場策略、改變政府角色正政策方向策略、賽局理論的應用策略、校內科系所整合與校內外產學合作策略、校院整合、合併與合作策略，預財務面的成本效益分析等策略，以掌握經濟全球化下臺灣地區各技專校院未來之經營發展方向，真正提昇教學品質與行政效率，增加技專校院的競爭力。

In the economic globalization era, free market logic brings mass competitive pressure and chance to contemporary society. It’s also a critical point to higher technological and vocational education to test the condition of its continue operating and propose the strategy of its development in the future. Encounter the competitive pressure coming form economy globalization, this study stress emphasis on analysis and research the operating and development issues of university of technology, institute of technology, and junior college in Taiwan. Adopting documental analysis, Hermeneutics, and critical theory to research this study. And using the notion of education as business, this study adopted the strategy evaluation method of business-the SWOT analysis and SWOT matrix method to assess the issue. And this study adopt the SWOT results and revised Porter’s theories to propose the seven managerial and developmental strategies of university of technology, including educational factor, student sources, government role and policy, game theory, Intra-school cooperation, Inter-schools Integration, and cost and benefit analysis strategies. From these strategies universities of technology, institutes of technology, and junior colleges in Taiwan can increase their competences in the economic globalization era.
