In order to maintain education quality and competitiveness, building university educational evaluation system is the effort for higher education workers, as well as the trend for international education development. In Taiwan, leisure and tourism related departments are increasing, and students' incoming sources are more diversified, so evaluation of learning has become an extremely important issue. In American universities, departments of leisure and forest use the NRPA/AALR system, and its main task is to evaluate parks, recreation and leisure service. This study is based on the analysis of the United States Council on Accreditation NRPA/AALR model, and to discuss its contents, so as to review recent domestic situations. Literature review is used to confer the development and current status of evaluation, analyze the basic concept of recreation evaluation, and discuss United States leisure and recreation evaluation current status. Additionally, this study examined previous established evaluation indicators and their weights through implementing panel discussions, focus groups and analytical hierarchy process. After applying IPA analysis, the result showed that 5 categories situated in ”Important but not well executed” sector. These will be reference materials for leisure departments in Taiwan universities.
