隨著全球化趨勢的開展，「政策移植」（policy transfer）在實務上的重要性益形凸顯，在台灣的教育脈絡下尤然。不過就理論與研究的層次來說，政策移植的相關概念五花八門，於探討前有待釐清，且教育領域對於政策移植的研究呈現獨自發展的狀態，與其他學門的對話甚少，形成研究上的罅隙，殊為可惜。基於此，本文透過文獻分析，由後設的角度對於政策移植之研究取向進行評析，期由鉅觀視角呈現政策移植研究的多樣風貌，進而拓展教育領域對於政策移植研究的不同視野。在分析層次的安排上，本文首先針對政策移植的相關概念進行釐析，其次綜整不同領域政策移植研究的相關文獻，歸納出四類不同的政策移植研究，包括歷史個案的分析、前瞻評估的發展、理論架構的建立，以及批判分析的提出等，分別闡明其研究旨趣並加以評述，最後並綜合先前的分析結果，對於國內教育政策移植研究的發展提出展望。
Policy transfer is a common political phenomenon. With the trend of globalization, its processes become even faster and more frequent. This paper analyzes different types of policy transfer researches to bridge the gap between researches from education and other disciplines and proposes the prospects for researching educational policy transfer. To attain the goals, some related concepts of policy transfer are firstly reviewed. Then, four types of policy transfer researches based on different interests, including the historical study of policy transfer, the prospective evaluation of policy transfer, theory building of policy transfer, and the critiques of policy transfer, are discussed. At last, prospects for future development of policy transfer research in education are brought up.
