題名:新移民子女教育方案執行及其影響因素之研究

爲瞭解新移民子女教育方案的執行及其影響因素狀況,本研究除文獻探討外,主要採問卷調查方式,進行全國性資料的搜集,調查對象範圍係以服務於國民教育階段日間部之學校人員爲主,共寄發1,095份問卷,其中有效問卷達747份,有效問卷之比率約爲68.2%。研究結果發現:我國可採行的新移民子女教育方案種類眾多,然目前經常落實者只有3項,其餘方案執行仍不普遍。其次,則是新移民家庭及學校的配合度足夠及等20項因素,對方案執行具有重要影響性;然而在實際運作過程中,僅做到學校配合度足夠及方案制定過程合法化,其餘18項達成狀況不佳。針對上述研究結果,本研究建議未來在方案執行影響因素方面,應強調政策、人員、資源及配合度等四大因素的落實,並增加方案內容及執行狀況的宣導及評鑑活動,亦應考量增加提供基層執行單位的協助管道,及設法提高學校成員對教育的熱忱與奉獻度等具體建議外,本研究亦對未來研究方向提出建議。
This study is accomplished with the process of literature analysis and questionnaires. The survey is conducted with 1, 095 copies issued and with 747 effective copies returned. Form the information of literature analysis and questionnaire, the conclusions are as following: We can implement a lot of educational programs for these children. However we don't implement these policies well, except academic guidance, routine discipline, and so on. There are twenty important influential factors to implement policies, but they don't work well. Finally, based upon the research findings, suggestions are as following: Improve homepage, student human relations, routine discipline, and so on; make and implement educational programs together; emphasize the practice on twenty factors; increase advertisements of policy contents and situations; build the correct accountability of staffs and evaluation of policies; increase the enthusiasm of school staffs. Then Suggestions to further research: study the accountability and evaluation of educational policies of foreign spouses' children; take a longitudinal study of these children, explore the decision-making process of educational policies; explore how to nurture right teachers for these children.
