題名:教育成就國際評比之後殖民反思--以IEA為例

國際評比對於學校教育方面的影響,可以從近幾十年來世界各國 已經陸續接受各種國際組織如IEA 與OECD 所進行的教育成就調查 研究計畫以及積極參與國際奧林匹亞數理科學等學科競賽看出端倪。 本文探討教育成就國際評比的方法論與脈絡性問題,並進行後殖民反 思。首先介紹教育成就國際評比的正式組織及其現況,接著反省跨國 比較的方法論與脈絡性問題,並從國際評比在教育各層面的運作政治 尋找後殖民反思的檢討空間。本文提出以下結論:一、教育成就國際 比較的解釋空間非常有限,應避免母國文化刻板印象詮釋。二、教育 成就之國際評比應朝多元向度詮釋。三、避免國際評比成為全球性的 文化殖民機器。四、反思全球教育資料庫擴充的問題,避免成為一統 資料。五、國際評比不宜無限上綱,避免全球評比文化將人生價值等 級化。
International rating competition of educational achievements such as the projects held by IEA, OECD and Olympics has been widely taken. This paper is criticizing the colonial habit of comparing educational achievements based on the criteria of the mother-countries. The paper begins first with a short introduction to the world organizations and international rating policy of educational achievement. It then examines the methodological problems of international comparisons by means of postcolonial reflection on the application of macro/micro-politics on the local socio-economics, policy, school, classroom, and pedagogical contexts. This paper concludes that (1) such a rating is based on narrow interpretation and national stereotype; (2) a good interpretation must be achieved by a multi-dimensional understanding; (3) international rating should not be monopolized by any machine of global culture-colonial character; (4) Present colonial rating system should be prevented. It would not be accepted as a world of assessment as a source of data; and (5) any international rating culture should not be taken for human values valuation.
