Rituals derived from belief is activity characterized by culture. Packaging the rituals activity by a sound business can often develop into prominent cultural tours. Thus, promoting exchange and understanding of different ethnic cultural is of great significance. Taiwan is a multi-ethnic region, where 14 indigenous tribes possessing different cultures and rituals activity such as: Amis harvest festival, Bunun Ear Festival and Saisiyat Pas-taai, etc. If we can manage and thrive these rituals activities, then many tourist attractions in Taiwan can be enriched and created. Therefore, this study employs Duo-Theme DEMATEL, using 2014 Saisiyat Pas-taai as an example, to discuss its success factors for the development of cultural tourism. The study findings can serve as suggestions for the indigenous people to advance cultural tourism.
