本研究主要目的在探討我國高科技產業研發人員專案管理能力指標與權重之建構,以作為未來企業進行教育訓練與能力評鑑實施之參考。為達研究目的,首先,探討高科技產業之現況與範圍、研發管理人員人力素質之理論與內涵、專案管理能力之理論與內涵等相關文獻;其次,依據文獻探討初步結果進行專家學者之訪談,並據此資料分析編製「研發管理人員專案管理能力指標系統之調查問卷」,對30位專案管理相關產、學、研專家進行調查,進行意見之蒐集。最後,根據Borda問卷調查結果編製「研發管理人員專案管理能力指標與權重之模糊層級分析(FAHP)調查問卷」,對15位專案管理相關產、學、研專家進行調查,進行意見之蒐集,針對問卷回收資料進行模糊層級分析,以建構我國高科技產業研發人員專案管理能力指標與權重,並獲致以下結果:
在高科技產業研發管理人員專案管理能力指標與權重,可分為程序、知識領域與細項流程三個層次方面,其程序包含五大程序以及十項管理知識與九十四個細項流程,其中時間管理、整合管理、成本管理、品質管理與知識管理等管理知識最受重視。
This study aimed at constructing indicators and weights system of project management capacity for R &; D managers in Taiwan’s high-tech industries. For achieving the purposes of the study, first, investigate the current status of high-tech industries, research and development of the theory of manpower quality management, project management capabilities content, and other literature. Secondly, based on preliminary results of literature, the study was conducted interviews with experts and scholars. Thirdly, 30 experts conducted a questionnaire survey. According to the survey results, fuzzy analytic hierarchy process (FAHP) was utilized in the study with 15 R &; D managers.
Based on the results of data analysis, the study came to the following conclusions: In the project management capacity for R &; D managers, contained 5 process groups, 10 knowledge areas and 94 detail processes. Among the domains, time management, integration management, cost management, quality management, and knowledge management was the most emphasis.
