「初任校長導入方案」(The Induction Program for New Principals, IPNP)主要是對第一次擔任校長工作的初任校長給予專業的增能、輔導、協助與支持的在職專業發展制度。本研究旨在了解「臺北市初任校長導入方案」實施的現況,並從能力建立觀的角度,採「行動後學習」(AAR)的方式來了解初任校長參與方案培訓後的意見,進而評估IPNP的成效。再依據成效評估的結果,提供實務的回饋意見,做為IPNP推動與修正之參考。本研究除持續進行初任校長導入的相關文獻蒐集與先進國家目前作法探討外,主要採取訪談法與行動後學習(AAR)。訪談法與行動後學習法用於了解參與初任校長導入方案的師傅校長與初任校長,對方案推動的現況與在專業領導能力建立上的成效之意見。主要研究結果與發現,包括:一、IPNP之計畫目標普遍符合初任校長的期待與需求。二、IPNP課程對初任校長的校務經營有實質上的助益,並能產生學習遷移。三、IPNP課程大致可促進初任校長「六力」的增長與建立。根據研究的結果與發現,進一步提出相關建議,供方案修正改進、初任校長與師傅校長在專業發展上之參考。
The induction program for new principals (IPNP) is an in-service mentoring program that support the beginning principals. The primary purpose of this study is to examine the current situation of implementing the induction program for new school principals in Taipei City. Also, to collect data from the IPNP’s participants, mainly focus on the new principals and the mentor principals, to examine their opinions on the effects of attending IPNP. For the purposes of this study, literature review, semi-structured interview and After Action Review (AAR) were employed to inquire the opinions of new principals who had participated in the IPNP to assess the effect of this project. The findings of the study were as follow: (1) The goals of IPNP can come up with the new school principals’ expectations and meet their needs on developing professional expertise. (2) The courses offered by IPNP has substantial benefits for the new principals’ school management and can put it into practice on school leadership. (3) The courses offered by IPNP can enhance professional growth as well as build the “6 leadership capacities” for new principals. Based on the results of the capacity-building- based assessment with the AAR technique, some conclusions were drawn and some suggestions were made as well.
