This paper examines the draft of university evaluation indicators conducted by Ministry of Education in 2003, and relevant controversies involved in the formation of the evaluation standards during the period of time. The university evaluation is not only a process of policy change but also one of the political. From the micro view, university evaluation implies the exercise of power and the competition of resources in and among the institutes; however; from the macro, it becomes a way of nation “governances.” The first part of this paper addresses the motives, methods and purposes of this research. The second part investigates the contexts of university evolution and explores the evolution and changes of university evolution. The third part analyzes the arguments related to university evaluation policy. Finally, the author concludes with critiques and reflections on the issue.
