本文以歐盟、美國、澳洲等區域或國家為研究對象,探討「關鍵能力」之定義、具體內容之決定與發展,以此三個區域或國家之經驗做為台灣發展「公民關鍵能力」相關教育策略之參考。基於此,本文主要目的為分析「關鍵能力」的發展趨勢、探討歐盟、美、澳「公民關鍵能力」發展經驗與發展策略、分析「公民關鍵能力」在教育上的意義與關聯,進一步提出發展台灣「公民關鍵能力」之建議。透過文獻分析、比較、討論,以及召開專家會議進行焦點團體討論,根據分析結果呈現歐盟、美、澳「公民關鍵能力」之發展經驗與發展策略,以提供我國發展「公民關鍵能力」相關教育策略之參考。
