雖然評鑑倫理在最近十餘年逐漸受到重視,但檢視當前臺灣對評鑑人員專業評鑑倫理的發展發現,目前正遭遇四大挑戰:一是部分評鑑人員未能察覺面臨倫理的問題;二是已知的校務評鑑內外部評鑑人員所遭遇之倫理問題仍未完整;三是國內評鑑倫理規範涵蓋層面仍有不足;四是評鑑倫理規範仍不足以解決所有校務評鑑人員面臨的困境。因之針對上述四大挑戰,本文從文獻中歸納論述可以採取的作為,如注重評鑑人員倫理敏感度的提升、發掘內外部評鑑人員面臨倫理問題的全貌、借重國外專業團體發展對內外部評鑑人員倫理規範的經驗,以及進一步探究倫理決策及其影響因素等措施,以為解決當前臺灣評鑑人員遭遇專業倫理困境的參考。
Although the evaluation ethics has been gradually taken seriously in the past decade, we examined the development of the professional ethics and found it encountered four challenges: 1) part of the evaluators are still unaware of the ethical problems that they might face; 2) the internal and external evaluators of the school evaluation have encountered the countenance of ethics problems; 3) the current code of evaluation ethics covers limited domains and 4) the code of evaluation ethics is unable to solve the dilemmas that the evaluators have met. As for the above challenges, we proposed the possible solutions for reference: improving the sensibility of the evaluators toward evaluation ethics, understanding the countenance of evaluation ethics problems face by the internal and external evaluators, drawing on the foreign professional associations experiences in order to develop the professional ethical codes of the evaluators, and furthermore inquiring the measures of the ethical decision-making and its influences.
