　　　　　在2000年我國中央執政權首度輪替之後，2001年立法委員選舉猶如選民對於陳水扁政府施政表現的公民投票。鑑此，本研究分析「2001年臺灣選舉與民主化調查研究:民國九十年立法委員選舉全國大型民意調查研究」資料，設定「經濟發展」、「環境保護」、「社會福利」、「黑金政治」、「省籍和族群關係」，以及「兩岸關係」等六個施政項目為測量指標，探討選民對於陳水扁總統施政評價與投票行為的關係。實證分析所得到的資料顯示，選民對於 「經濟發展」、「社會福利」，以及「黑金政治」等三項總統施政表現的評價，確實會影響立法委員選舉的投票行為。換言之，迥異於以往若干研究者的觀點，筆者認為，就相當程度而言，一般民眾對於政府施政與在職者作為的評價之優劣，即可能形塑其本身的政治態度，進而影響選舉的投票抉擇。
　　　　　The ruling power in Taiwan's central government was replaced by Democratic Progressive Party (DPP) for the first time in 2000, and the 2001 Legislative Yuan election, in a sense, could be regarded as a referendum of the government performance of the Chen Shui-bian’s Administration. In this study, we take advantage of the 2001 Taiwan's Election and Democratization Study (TEDS 2001) survey data and examine the relationship between the public perceptions of presidential performance and voting behavior in the 2001 elections to the Legislative Yuan; the indicators of presidential performance are composed of "economic development," "environmental protection," "social welfare," "money politics, " " ethnic relations," and "cross-strait relations." The empirical results indicate that the public evaluations of "economic development," "social welfare," and "money politics" emerge as statistically significant for accounting vote choices even as party identifications and other explaining variables are taken into account. In other words, the findings are somewhat different from the perspectives of some literature, which demonstrate that the public evaluations of government performance indeed tend to shape the voters' political attitudes and consequently have an effect on voting behavior.
