Since 1980, many countries all of the world has been under a severe test about globalization, for promote international competitive advantage, none who does not has begun to impel the government transformation, not only verify "change" is one kind of habit, but the success change, also is a index to promote international competitive advantage。 This study focus on the subject about organizational change and Staff's uncertainty cognition of the Executive Yuan, take the staff's uncertainty cognition when he(she)facing the organizational change as independent variable, and take the organizational commitments as dependent variable, explored the staff's uncertainty cognition of Executive Yuan under the indefinite environment , and discussed it influence on the organizational.
