Since 20th century, there are many educational problems because society and science have developed so rapid, especially in moral judgment of teenagers, who are influenced by their schools teachers. In this research, students of program for teacher education in secondary education are sampled. Research results indicates: (1) moral judgment ability of many pre-secondary teachers resulted in the forth level of laws and order orientation; (2) the rate of moral judgment ability of pre-secondary teachers who age between thirty and fifty in the sixth level is lower than teachers age under thirty; (3) for longer teaching, there is no significant change for pre-secondary teachers; (4) in the difficult situations of moral judgment, pre-secondary teachers apply different standards to make moral judgment.
