Principal’s cross-border leadership can not only bring integration of resources and organizational collaboration, but also improve the effectiveness of management. This study firstly illustrated the meaning of principal’s cross-border leadership; secondly, the researcher constructed a set of principal’s cross-border leadership indicators in the junior high schools which consisted of five dimensions: 1. attention task 2.inspiration and consideration 3.organizational change 4.diverse value creation 5.integrity characteristic. It included 23 indicators. The study used 184 junior high school education officers across Taiwan areas. The data was analyzed by critical analysis, confirmatory factor analysis, and reliability analysis. We selected and composed "the indicators of principal‘s cross-border leadership". Then, the study used 778 junior high school education officers across Taiwan areas. The data was analyzed by exploratory factor analysis. The inventory had good suitability and fitness of the dimensions and items. Thus, the principal’s cross-border leadership indicators constructed by this study were good checklists and also could serve as the references of establishing the principal’s cross-border leadership indicators in junior high schools.
