For recent years, thriving community universities in Taiwan, which reveal their diverse vitality from the present rigid educational system, have become a liberal stage for the public who liven up in the educational system. However, the legalized system of community universities is the key to its sustainability. It is the public that contributed to the establishment of community universities, but the legalized system-also the turning point for practice beyond successful movements of educational reforms-should be promoted by the government. This positivistic paradoxical circle within and without the present system is not only the destiny of every successful social movement but also the difficulty of the legalized system of community universities. In addition, because the legalization process can easily lead to bipolar conflict between the social movement promoters and present system followers, the management of this difficulty is related to the coming prosperity of community universities. No matter what impact the conflict will bring, it absolutely endangers the development of community universities by distracting the non-enthusiasts, making community universities instrumentalized, or even leading to the fading of community universities. It is a very difficult task to terminate conflicts and integrate and liberate the ideal and actual legalized system of community universities. This is also the attempt of the study: find out a solution to the legalized system of community universities.
