The main purpose of this study was to investigate the effects of the trail implementation of the 1997-1998 university evaluation project in Taiwan. In order to achieve this objective, this study first reviewed related literature regarding the key concepts of meta-evaluation, five meta-evaluation studies which had completed in Taiwan, and the trial implementation of the 1997-41998 university evaluation project. Based on the findings of the literature review, the assessment design for the effects of the trial implementation project was then presented. The assessment design included 6 areas (planning, design, implementation, data analysis, reporting, and the use of the results), 20 evaluation items and 73 evaluation standards. Based on the principle of triangulation, this study collected the qualitative and quantitative data from different kinds of samples and sources by using multiple methods including observation, consultation meeting, questionnaire survey, and documentation analysis. According to the findings of empirical studies and the pre-designed evaluation standards, the strength, the weakness and the whole effects of the project were judged. Finally, recommendations on the improvement of the university evaluation policy were presented.
