本研究旨在探索國小校長在其行政決定處理中，處理事務優先順序的關鍵點為何?研究採用參與觀察的方式，主要著眼於研究者與主要報導人在日常生活世界中，意義的描述與詮釋。蒐集資料的方法，包括參與觀察、訪談、文件分析、反思筆記與問卷調查。依據上述的研究問題與研究設計，本研究發現校長在其行政決定處理中，思考方式不同的關鍵點主要在於:(一)決定具有時間急迫性;(二)決定關係到自身或重要他人的權益;(三)由經驗所累積的直覺，覺得這項決定必須立刻處理。最後研究者提出相關的建議與反思。
The purpose of this qualitative study was to thoroughly describe administrative decision-making from an elementary school principal’s standpoint. The research design used in this study was a descriptive and hermeneutic study of an elementary school principal involved in the field. The interviews laid a foundation by which this researcher could collect and analyze evidence of the principal’s behavior. These observations facilitated the work of providing data on the principals’ school life. Results of this study indicate that the keys to administrative decision-making, from an elementary school principal’s standpoint, are time, benefits, and intuition.
