題名:從「九年一貫社會學習領域」管窺臺灣公民社會之未來:試論群體生活的當代困境

本文嘗試從教育改革當中極富爭議的「九年一貫課程」,尤其是其中的「社會學習領域」,探討其對台灣的公民社會可能帶來什麼影響。公民社會作為一種現代群體生活的組織原則或「可欲布景」,已為多數論者所預設或接受。公民社會的存在必須以成員所具有的「模組性」與「公民性」為前提,而「模組性」與「公民性」很大一部分是在教育過程中養成。以國民義務教育為骨幹而發展出的現代大眾教育體制,與資本主義及民族國家的發展息息相關,同屬理性主義「現代性計畫」之一部分。在這個現代性計畫之下,公民社會的形成與運作才有可能。相形之下,台灣當前的教育改革,包含九年一貫課程在內,其「後現代性格」是十分明顯的。雖然後現代主義並非九年一貫課程的全部,也不能與教改直接劃上等號,但後現代主義許多成分與特質,例如不再獨尊理性,去中心,反權威,反後設敘事,強調差異、在地、愉悅、欲望等,程度不一地反映在當前的體制改革與教材內容當中。後現代所嘗試召喚的是一種迴異於「現代人」的新主體,其背後隱含的非理性與無理性主義不利公民社會所需的模組性與公民性形成,使得群體生活的道德基礎受到深遠的影響。所謂「教改亂象」反映的其實是一個難以為繼的現代性計畫,未來的群體生活將呈現何種風貌,值得省思。
This article explores the potential impact of recent educational reforms on the future of civil society in Taiwan by examining the "Social Studies Learning Area" in the controversial "Grade 1-9 Curriculum." Widely recognized as a modern model for group life, civil society can only be realized on the preconditions of "modularity"and "civility"as cultivated by education. Mass education, institutionalized by the nation-state is part of the rationalist "modernity project" that makes civil society possible. However, the Grade 1-9 Curriculum in question has been characterized by strong "postmodern" orientations that emphasize such features as anti­rationalism, de-centering, anti-metanarrative, multiplicity, and pleasure, among others. By evoking subjects of new kinds that differ radically from the older model of "modern person," the irrational and non-rational aspects of these post modern orientations are making the preconditions of civil society untenable, while moral foundations of group life are being undermined. What group life will look like in the future deserves further attention.
